Designers and policymakers working on content moderation, privacy interfaces, recommender systems, and other sociotechnical domains must select from an expanding menu of interventions, yet they often lack a principled basis for comparison. Prior work typically evaluates each intervention in isolation, focusing on effectiveness while treating constraints such as cost, effort, and feasibility separately. This paper introduces a multi‑criteria evaluation framework and instantiates it in the context of misinformation countermeasures. We surveyed 39 researchers on 40 operationalized interventions across five criteria: political feasibility, effectiveness, user acceptance, cost, and implementation effort. Findings reveal that the interventions judged most effective by experts are not always the most publicly acceptable or the easiest to implement. This tension underscores similar trade‑offs in other sociotechnical domains. Accordingly, we propose a decision‑making framework to help practitioners navigate these multi‑dimensional trade‑offs.
